Sometimes people say "TL;DR": they want a summary to *skim*, and then get more info if/when they want it. This tries to be just that: summary AND outline.
"TL;DR" means "too long; didn't read". That is a trendy way to say "I prefer a summary", or sometimes "Here is a summary".
In my opinion, "tl;dr" is not necessarily the answer: the word is "summary" which is a useful tool. Clear writing and *disciplined skimming* can be helpful.
